The Health and Care Act 2022 legally requires registered health and care providers in England ensure their staff receive training on learning disabilities and autism.

The Oliver McGowan Mandatory Training is the government’s preferred training package. It was named after Oliver McGowan, a young man with mild autism and a learning disability who died after being given antipsychotic medication despite known adverse reactions. His death exposed gaps in healthcare professionals’ understanding, leading his mother, Paula McGowan, to campaign for compulsory training to ensure safer, more informed care.

‘The published Code of Practice for the Oliver McGowan Mandatory Training on Learning Disability and Autism states that the training should be retaken at least every three years, or sooner if an individual’s role or responsibilities change.’

Before you start the Tier 2 training course

Before you start the Oliver McGowan Tier 2 training course, you must have completed the Oliver McGowan Tier 1 (part 1) E-learning course developed by Health Education England in partnership with E-learning for Healthcare.

What to expect from your training

You will attend a one-day classroom course led by an experienced trainer, alongside our trainers with lived experience, who provide valuable insights from their own personal healthcare journeys. The day includes interactive activities, such as group discussions and practical exercises, as well as opportunities for questions, ensuring you gain the skills and knowledge you need in an engaging, hands-on environment.

Objectives

The training is fully aligned with all the Tier 1 capabilities of the Core Capabilities Framework for Supporting Autistic People and Individuals with a Learning Disability and maps to a predefined selection of the key learning outcomes from Tier 2 Capabilities.

Candidates will be able to:

Avoid diagnostic overshadowing
Recognise frequently Comorbidities
Understand Key legislation: Mental Capacity Act 2005, Human Rights Act 1998, Autism Act 2009 and Equality Act 2010
Make reasonable adjustments, including the use of hospital passports
Address professional bias, culture, and the impact of behaviour on outcomes
Communicate in accessible and inclusive ways
Listen to and understanding the person and their family
Enable people and families to give feedback, raise concerns, and influence service improvement
Reduce overmedication and ensuring appropriate use of medication in children
Learn from LeDeR reviews to improve care

This course is for staff who provide direct care and support to autistic people or individuals with a learning disability. The Health & Safety Group deliver this course as a:

1-day face-to-face classroom session
Co-delivered by experts by experience and a subject matter expert facilitator
